WWE put together the Shield reunion during this period, but it felt like it was on the spot that it would stop fans from booing governance. Unfortunately, rulers need to abandon their titles as they need leave to treat cancer.

The Roman ruler won the WWE title from Sheamus in the hot raw main event that made the audience seem to have been with him… Only the audience hated Sheamus and the League of Nations more than governance, so when he regained the money, his refusal to rule as a top star returned to Status Kuo.
He won one successful defense for Sheamus in a rematch that had Vince McMahon as a special guest umpire and then gold in the Royal Rumble match. Regulation is nothing special and he fails to lift him up as a star.

The Roman ruler won the US Championship, what felt like an attempt to force him to place gold on his hips to be outside of the photographs of the universal title. He regularly defended the title and concluded six successful defenses, but governance was painfully repeated. He first won the title from Rusev, then faced him twice more with the title of the line.
In the process, Rusev’s momentum was completely killed. Reigns then moved to Chris Jericho, having four title matches. During this time, Reigns began to be pushed back to main event photos. This challenges the main event of Roadblock, Universal Championship: End of the Line 2016, ignoring the US title and feels more like a prop than anything else.

WWE Tag Team Championship

Shield won the WWE Tag Team and the US Championship on the same night in 2013, solidifying his position as WWE’s most dominant act. At the time, the tag belt was a very retrofit, and despite the shield having very good performance against teams like Daniel Brian & Randy Orton, USOS, Team HELL NO and Primetime Players, there was a lack of investment from fans.
Their feud with the Rhodes family was a highlight, and the title loss against Cody Rhodes & Goldust was great, and the title felt very important. This was a good rule, but sometimes there was a lack of attention from the WWE, and their title matches became extremely rare.

Roman’s first victory at WWE World Heavyweight Championship at WrestleMania 32 came after a truly awful main event at Triple H. However, despite the high hatred of fans due to governance, he chased this three bangers in consecutive PPVs, ensuring that at least the quality of the ring was strong.
The pair of fights with AJ Styles in Reigns was the best ever, but then fought in a 2016 bank that had a tough atmosphere with money, rebutting longtime allies and enemy Seth Rollins. Unfortunately, Reigns’ title was not hampered by a wellness policy violation, but that was not hampered from a fun match.

WWE handed over the intercontinental championship in Rome, and initially felt very forced to rebuild him as a star, allowing him to step up to the plate and meet the expectations of the “protagonist” to become an IC champion.
The rulers made strong matchups with Jason Jordan, Miz, Cesaro, Elias, and Samoa Joe, bringing the best from their enemies (and vice versa). From a storytelling perspective, it wasn’t particularly special as the Shield reunion overshadows most of it, but there was also little to complain.

The Roman ruler has broken many records as a world champion. It grew over three years and featured the ocean defenses of major names such as Brock Lesnar, John Cena, Goldberg, Randy Orton, Seth Rollins, AJ Style, Drew McIntyre, Cody Rhodes and Kevin Owens. The ruler went on the heels in 2020, becoming his biggest version of himself, eventually finding his groove in WWE, working on the ring with the top-tier characters.
He initially won the WWE title and just became a universal champion before unifying both awards. So it makes sense to see this one rule on this list. There were of course many positives and negatives due to the length of his reign, but as this is overall the biggest rule of his history in WWE, he made the title feel more important than he did for years.
